I would assume this article refers to 'adopting' a manatee by making a donation to an organization like the "Save The Manatee Club", (https://savethemanatee.org/) which is a national 501(c)(3) nonprofit organization founded in 1981 by singer/songwriter Jimmy Buffett... who, incidentally, was born on Christmas Day, 1946.
