Kaliningrad is a Russian enclave on the Baltic Sea separated from the rest of the country by Poland, Lithuania, and Belarus. Since most of Europe has banned Russian and Belorussian flights over their airspace, a flight from Kaliningrad to Minsk had to take the Baltic Sea route.
