About half of the Let's Settles I had no basis to judge.

Having less children is because lifestyles have changed.
My folks didn't get government help, when my father was drafted my grandparents stepped in. Back then the woman(wife) was a homemaker and the husband bacon-bring-homer. It had been that way for a long time.
But after the big one, WWII, the consumer economy was born. They offered and convinced you that more was the answer to your doldrums. Soon more became standard/expected, but more cost money so two (or more)incomes were necessary. When that became standard the traditional mother/homemaker roll was dead.
Having a bunch of kids now means a lot of sacrifice, and often being viewed as a semi-pariah by peers.
