I'm trying to figure out what state that plate is from. It must be some liminal place where regular citizens aren't so homophobic that they'll trash the guy's car, and yet there's enough homophobia that no cop wants to pull him over.
I don't think the whole thing is Photoshopped, but that part at the top of the plate is at a slightly different angle from the rest of the plate. Some people think odd scenes need to be enhanced.
When I would ride with a particular gay friend, giving him directions, I had to switch from telling him to "go straight" to telling him to "go gaily forward".

The state name may be hidden under the Photoshoppery at the top of the plate.
So is the whole thing a photoshop?
