I would have called him out on it. There are a few benign reasons people would look in some else's medicine cabinet. Maybe they are looking for an aspirin or band-aid. It's always better to ask, however.
Most of the time they are snooping in your business, but some people will steal your medicine. I'll always remember the stories of people who loaded the cabinet with marbles before a party. There's no hiding the sound when they crash into a porcelain sink.
Myself, I just keep my medicine and embarrassing stuff elsewhere. As if anyone ever comes to visit.
I think the camera statement was a bluff, don't deny it I have video, when he probably doesn't. I had an old super-8 camera the batteries ate the guts out of so I mounted in the bathroom up over the door where you wouldn't notice unless sitting on the toilet or leaving. My buddy's girlfriend came up with the idea of a video of the empty bathroom to start playing on the TV when someone went in, then pointing to it and tell them they left the light on coming back. I never did it but warned me not to cross her as she was a diabolical thinker.

No, he’s an anticipator and negotiator. Nothing wrong with trying to control circumstances, letting others choose what they're comfortable with.
