I'm having a hard time deciding whether this was was pre-arranged and being done intentionally as a comedy act – and I've known enough drummers professionally to know that there's is something congenitally weird about them so that they would think this is high comedy, so something like this is not at all outside the realm of possibility – or if the drummer was just being a jerk and disrespecting the singer's performance.
If it was the second, then I'm hoping that the guy walking across to the bandstand at the end was the manager about to give that clown an earful.
Probably pre-arranged. Nevertheless Frank Zappa once wrote in a book about band members and how they all want to be the guy in the front of the stage having the big solo for the audience and how he always had to keep them from trying to put themselves in that spot.
I love this guy's zest for the music. It's really the camera more than the drummer who's disregarding the singer. The drums seem to me to be well matched to the singing. His enthusiasm is infectious. I wonder if he is the band leader, and people come to see him.

Could be Jerry Lewis - could be Buddy Rich. See https://www.youtube.com/watch?v=N_yQSM9oCZ8
