I have a client who is a crazy cat lady (has six running about her one bedroom split-level coop apartment). She knows her cats.
She tells me that the butt-in-the-face gesture means that they trust you. "Here, have a sniff. So you remember me."
Both dogs and cats (a common ancestor) have an enhanced sense of smell. They trust it more than any other sense. In fact, to them, it's more like feeling around their surroundings like you might with your hand.
