Yeah... I don't think more rebar woulda helped.
Watch it again. The base of the roof falls out -under- the rebar.
That's the "net" they're left standing on.
My guess is they didn't build enough wall underneath to support
the cement they were pouring. Maybe even 'load-bearing walls'.
But, just a guess...
