Whether Utah should have this law is a whole other matter.
That said, I think Utah is doing it right, why traumatize the kid and parents unnecessarily? It would certainly affect the kids self-image, and maybe performance, but certainly suck some fun out of sports.
Then the parents would want to know who complained and if not told everyone becomes suspect. When the fer-us or agin-us mindset takes over this kind of shit can tear a neighborhood, even a community, apart.
No state tries harder to be normal than Utah, and fails so miserably.
