What I get from it is that there has been an unfortunate incident at the library involving Oreo cookies, and now they are not allowed in the library. The humor is that we must wonder what the incident could have been. That's all.

What I really meant is that I don't understand the point of the poster. It seems that they think it is humorous but I fail to understand.

Well, now it all makes sense! I wouldn't doubt that Oreo sent these posters to libraries.
