It's the Conservative "trickle down" (pun intended) economic plan. Looks like it's working; I see lots of struggling, needy people re-cycling their bottles & cans. They are also becoming creative; evidenced by a huge increase in dumpster & trash can diving. Want to improve the ecology? Starve the people!
