I think the extra one is supposed to mean the reader, so he won't be that one.

Nah. It's math 236 - 0 = 237

Yes, Bill. I think the signmaker, having creatively pulled out of his ass a ridiculous number of people to claim have drowned there, in order to encourage people to be safe, and good on him for that, added one to the number at the bottom for any reader of the sign, so the reader would imagine the number at the top being 237 after /he/ drowns there by not wearing a jacket, and so he would wear the jacket and scotch the prophesy.

Or he did the sum wrong on purpose so a million people would laugh at it on the web, but would read it, and be a little more likely to wear their jacket when they get in a boat on any water.

Maybe somebody he loved drowned. My friend Mitch was away at boarding school and his whole family drowned-- mother, father, brothers, sister, everybody. Maybe if they'd had life jackets on their sailboat and actually put them on...
