That doesn't make sense, they are saying they want the new cat and that the owners of the old cat, which is them, do not agree with the idea, hence do not want the new cat.
There is no "new cat." There's his cat, and the neighbor's cat. He and the neighbor's cat like each other. They would like to live together.However, his cat and the neighbors do not like that idea.
