You have to be familiar with the TV show Scooby-Doo. The vehicle is the Mystery Machine, belonging to the group of heroes who always unveil a villain who is often the janitor/security guard/groundskeeper.
...and who generally, as he is being led off by the cops, mutters something along the line of "...and I would have gotten away with it, too, if it wasn't for those meddling kids!"
