I'm American and have never heard of this. Perhaps it's an invention of the last 40 years?
Yeah, police at school functions is a modern thing. My prom was 50 years ago and no police were there. Of course, drunk driving wasn't taken as seriously then, and there were lots more reports of high school kids dying in crashes.
They make a charming couple.
