That's in Portsmouth, VA. 

Personally, I suspect the track is a non-standard length, probably 625 meters or thereabouts, which is roughly .388 of a mile, so they rounded down to a third of a mile (0.335 mile),   But if you run three laps of a 625 meter track, you have covered 1875 meters or 1.165 miles, so they rounded it up to 1.2 miles.

Depends on where you enter and exit the track. If the Gym complex say 500 ft long and you hit the track from one end, run a third of a mile on the track then hit the showers at the other end it equals a third of a mile.
But if you run three laps you add the length of the building twice which adds another two tenths of a mile.
