I have on occasion worked with people who were deep into the 'paralysis of analysis' and who also could not see that they were.
Is this something like "pre-planning a proposal to initiate a study to determine the feasibility of a designated committee to review and make recommendations on any submissions calling for actions that might arise in the future"?-"BB"-
At least they have an actual plan, not merely concepts of one…
