The definition of litter is; - Carelessly discarded refuse, such as wastepaper - A disorderly accumulation of objects; a pile - The group of offspring produced at one birth by a mammal Pretty sure legal currency can not be considered as discarded refuse and it would be picked up by the first person that came across it, so I would imagine our helpful driver will get his fine nullified and his court and legal costs paid.
