Punctuation Would Help

No punctuation needed -- obviously it's just informing people that, indeed, "crocodiles do not swim here". So it's safe to dive in, since you won't encounter any swimming crocodiles.

It's telling the crocodiles not to swim there. With punctuation: "Crocodiles, do not swim here!". So as long as they read the sign and follow the rules...

I think Infidel753 has it right except for the part about it being save to dive in, since it was the crocodiles who put that sign up to make their dinner unaware of its fate.

"Always swim with a buddy, one who is slower than you..." That's a good argument for bears, who don't sneak around, but with crocodiles it is usually the first one to get eaten (you see this in the National Geographic videos about Caribou migration).
