Kolo, there are probably a lot more counties that are part dry and part wet. Where I live, it's up to individual towns, and liquor licenses are only good in the city limits. All the towns around here were dry until about ten years ago, but they had a referendum for almost every election, with the wet vote growing each time until it passed. Once that happened, all the others towns nearby noticed our growing tax base and reduced drunk driving and soon followed suit.

There was a town about forty-five miles from my western Wisconsin hometown that remained 'dry' after Prohibition was repealed.  The only exceptions were for private, 'members-only' clubs.  As a result, for a long time this community was home to one of the largest (by membership) Fraternal Order of Eagles aeries in Wisconsin, Iowa, OR Minnesota.

And the membership rolls of the American Legion and VFW posts weren't much shorter.
