Why Animals Rain from the Sky

Sometimes it rains cats and dogs, but sometimes real creatures rain down from the sky. It doesn't happen often, but when it does, people are frightened and/or suspicious. Fish are the most common. How did they get up there in the air? What happens when they fall? Falling birds are bizarre, but there's no confusion as to how they got up there.
