You might as well ask why brassiere cups are given letter sizes and how they determine the increments. Just forget about it. It's one of those things that will never change, no matter what.
As someone who has bought brassieres for 50 years, I can attest that those letter sizes have changed! Although the nonsensicalness of the system has not.
