Am reading that the tariff of 19828 led to the Nullification Crisis, which almost started the Civil War earlier. The crisis did lead directly to the outbreak of war in 1861. So yeah, bed idea.
Not to mention that a lot of economists think the 1930 Smoot-Hawley Tarriff caused a collapse of international trade, turning a recession into the Great Depression.
