In order to fix the poverty problem you need people who care about the poverty problem. Human nature wants to be able to point at people who are doing worse so as not to look as bad.
Great LOTR story. And Peter Jackson (admittedly) screwed Sir Christopher by cutting Saruman's death from the theatrical release of Return of the King.
