One day a counterfeiter decided, as a joke, to print some fifteen-dollar bills. After he finished, he started wondering how he might actually use them. So, he set out on a long drive and wound up in what he decides is a backwards little town full of people too ignorant to know any better. So, he walks into a store and asks "Say, do you have change for a fifteen?" and the clerk replies "Sure! Would an eight and a seven be okay?"

that'd be Franklin Kentucky. just guessing
Seeing as how there is no such thing as a real $4 bill, can there be a counterfeit of something that doesn't exist?
