Imagine if we treated all communicable diseases by locking down businesses and imprisoning the whole country until there's no more SARS, HIV/AIDS, Polio, STDs, Bird flu, Swine flu, Hepatitis, West Nile, Ebola, Measles, Zika, Tuberculosis, COVID-19, etc. A cartoon of protesting fish is funny because it's equally idiotic.
Didn't have to. No one in the US died of SARS. We know how to avoid HIV/AIDS and STDs. Bird flu is hard to catch. We have vaccines for polio, measles, hepatitis, and TB. West Nile and Zika are spread by mosquitoes, not people. And the swift response to Ebola limited the deaths in the US to one person.
