I believe the fuel delivery truck backed through the wall -see the coal chute? Then the driver offered to fix the damage himself so he wouldn't have to report it to his boss or the insurance company.
At 22nd and Melrose in Chester PA there's a 4 story apartment building built that way. It's an old building built before my time and I've always wondered why. For fun? Contract dispute? Genuinely didn't know better? xoxoxoBruce
