Why Do Residents Of U.S. Territories Lack The Right To Vote?

it's in the Constitution. We don't directly elect the President. We elect Elector's who elect the President. Each State gets 1 elector per Senator and Congressman. The 23rd Amendment was passed to give Washington DC a voice in electing the President.

We would need another Amendment to give the territories electors.

Or, the territories could petition to become States. Puerto Rico has voted against Statehood several times, but Guam or American Samoa could try for Statehood.
