Yeah, I'd heard about this. Great idea, since it takes the concept from "it's not illegal if you can pay for it" all the way to "the fine is enough to stop you from doing it again."

Several European countries do this for traffic offenses. Finland, Switzerland, Germany and a few others administer what are called "day fines."
