Is the same Richard Haass who in 2023 conducted unofficial meetings with Russian foreign minister Sergey Lavrov, regarding ending the war in Ukraine? Meetings at which no Ukranian officials were present? Haass had a plan for getting from the battlefield to the negotiating table. centered on adjusting U.S. policy with the intent of facilitating Russia's acquisition of Ukrainian territory, an action that was purportedly in violation of U.S. law.
