Well, I've been unable to afford groceries, but I've never thought about making a layaway plan for something that costs 99 cents. I would just do without it.
99 cents is the name of the store. (Like a dollar store only cheaper, I guess?) I had a hard time finding the joke in this one. But since they think there are nine days in a week, or think that's funny, they seem confused, too.
