Lincoln signed the Emancipation Proclamation in September 1862 to take effect January 1st, 1863. It freed (on paper) all the slaves in the confederate states but not in the union states. The last of the confederate state slaves were freed in Texas on Juneteenth 1865 but the last of the union state slaves weren't freed until the 13th amendment was ratified 6 months later.
