This is strange. The American City Magazine, according to wikipedia, stopped publishing in 1942. I can't find anything about a publication by that name existing in 1954.

There was another magazine called "The American City and County Magazine" that was begun in 1909 and is still being published today.  Since the illustration shows p. 218, this would be the left-hand side of a two-page spread, and it is possible that the title spilled across both pages — "The American City" on the left-hand side, and the remainder "and County Magazine" on the right.  Without having access to a copy of the publication, however, this is purely conjecture on my part.

Found an old blog entry that matches the typeface on the bottom. It suggests that American City was "a trade magazine for city managers" and "is still published today, as American City and County. The dates on the blog page are 1948 and 1949 so it looks like Wikipedia is incorrect about ending in 1942, or it's a different magazine.

Further research... It appears to be the same magazine and Wikipedia may well be incorrect about ending in 1942 -- that's when the editor changed but the magazine was/is still in publication. This listing from a digital library matches the publication information and has most issues through the mid 70s.
