There are toilet commodes, usually found in correctional facilities and other institutions (don't ask me how I know), that are constructed so as to eliminate the need for a separate seat – and we all know about foreign toilets where one straddles a glorified hole in the floor and squats to do their business. Therefore, it could be argued that toilet seats are extraneous pieces of unnecessary equipment – an after-market part added only for comfort or convenience – and that 'up' is the default position.
If somebody else lifted it, stop whining about it and just put it down yourself.
