Because when prohibition ended a whole bunch Elliott Ness types didn’t have a reason to justify their jobs. So pot, which was mostly used by musicians and poor black folks, was made illegal to keep them employed. Also to provide the politicians with a “look over here” when they are up to no good.
Marijuana was merely heavily taxed after prohibition ended, largely thanks to Randolph Hearst and the impact of hemp on the paper industry. It wasn't made illegal to possess until the 1950s, then made a controlled substance in 1970.
I don't partake of marijuana, but nevertheless I do not understand why it is illegal.
