Franklin Delano Roosevelt often tops lists of the greatest US presidents. He jumped in with both feet to fight the effects of the Great Depression, using the power of the federal government. Most of the safety net we have today was initiated during FDR's 12 years in office, and a big chunk of what infrastructure we have now is due to his government programs. Roosevelt tried a whole bunch of programs, discarding the ones that didn't work along the way, and keeping those that proved successful. While they didn't pull the economy out of collapse, it kept people alive until the war put everyone to work, and the effects of those programs are still felt today.
I thought you'd say his best policy was Executive Order 9066, sure he was great /s
