I don't really think that a sailor in the '30s getting a tattoo would have ever put that much thought into the symbolism and meaning behind it.
Pick out a design at the parlor and ask the guy what it is, where it comes from. Not much thought involved.
At least it's backwards from a Nazi swastika. Pretty amazing how this symbol has been used by so many throughout history. See Swastika in Wikipedia.
