Raw sewage smells bad enough, but if it is allowed to turn septic then it will REALLY stink as hydrogen sulfide, the rotten-egg gas, will be formed.
if flow in the sewer becomes stagnant at any location, and it easily could due to things like a 'fatberg' of flushable wipes obstructing flow, then it will become septic within a few days.
My opinion is that no one is putting anything unusual into the sewer as claimed in the article; there is just a malfunction somewhere within the sewage system.
