I assume this is a form of Loren Ipsum --nonsense text that publishers put in to fill text blocks until the real text appears. I think Loren Ipsum goes all the way back to the 1550s. Occasionally publishers forget to replace the Loren Ipsum with the actual text with humorous results, like this.
