My orange tabby Buster was like that. He needed somebody nearby before he'd eat. When I first got him, the cat sitter didn't like him, thought he was going to be mean. Then he followed her all over the house, meowing, until she finally asked him what his problem was and he led her back to his food bowl and purred as he ate as long as she stood next to him. He charmed her completely with that little move.
