This is political humor. The point is that to the politician voting for the Republican health Care Act, it's a perfectly good trade off-the life of some kid he doesn't know in return for all that campaign money for his re-election. In the first panel we see how any decent person would react to a deal like that. When I look at the cartoon I'm outraged at the politician, not the artist.
Doom and gloom, doom and gloom. Ah yes I remember bodies stacking up in the streets, people dying everywhere before the savior of Obamacare stopped all Americans dying.
That's not funny, I know some kids who are going to die that way.
