The USA, in common with most of the rest of the world never, ever, learns from history. If Bush and Blair had thought for a minute instead of just knee jerking, the world would not be in the mess it is today.
The point you are missing is the first two are based on Race and the third is a religious belief that wants to eradicate the world of the infidels. Their words not mine. That is the difference.
