I heard from a reliable source that this was part of a one-hour video McCartney made as kind of a 'coming out' a year after the death of his longtime wife Linda (which would make it sometime in 1999). In other parts he was interviewed and performed a bit (I don't know any more details or where it was originally hosted), but this is the only part that ever made it to YouTube. But then, that's YouTube!
