I'm guessing it's an old steakhouse, like Sirloin Stockage or Sizzlin' Sirloin, that went belly-up and the building has been repurposed for pole dancing. As for the Hereford bull up there? It costs money to take it down, and then what are you gonna do with it? Put it up on eBay or Marketplace??
Those are rattan canes. It's a bdsm thing. (Technically, it's a "cabaret" thing, but, since I know that rattan is often used for either, it's kind of an inside-bdsm joke for me.)
