As I've heard it, the general rule is that the paper goes over the front of the roll, as Janet shows, unless you have a cat, in which case the paper hangs in the back, so it doesn't unwind when the cat paws the toilet paper.If you have a clever cat, then all bets are off.
As a Fellow Follower Of The Brick, I would have done the same thing!
I am just happy when someone replaces the roll when empty. It can hang whichever way it pleases.
