I'm afraid I don't quite get this one, unless the humor is in using police tape to prevent use of a non-functional urinal (if you look closely, you'll note the flush valve is missing from the metal panel above the porcelain fixture).-"BB"-
It's not so much a joke as just a funny picture. What I thought was "The way you left this urinal is a crime."
