I suspect that Governor Parson was informed that no hacking was involved, but was determined to try to direct attention from the government's mistake (or maybe incompetence) in making the SSN easily accessible. He perhaps did not realize that this would make him appear to be...technologically challenged.

Parson is just another politician railing on about something they know nothing about, but will impress people who know nothing about it either. Yes sir, I'm mighty glad the governor is taking care of those hackers.

It may be good to be the king, but an emperor not so much.
