I don't think it's because we Americans are so much heavier; it's just that as a society we are jerks and would probably try jumping up and down or swinging the bridge side to side.
I dunno. I got on an elevator in China once with five other Americans. The sign said "capacity 12," but it stalled after going up two floors. My husband and I stepped off, and it took off again like normal.
