The hacker with the "NULL" plate is repeating history. A guy in PA years ago had the PA vanity plate, "NO PLATE" which is what the cops write for cars without a license plate. Those cars are most often abandoned and rack up fines before being towed away.

I have an even older reference: When California first started allowing vanity license plates, you put down your top three choices for the text on the plate in case the first one or two you wanted were already taken. A guy knew what he wanted on his plate and didn't want anything else, so he put 'NONE' for choice 2 and 3. You can guess what ended up on his license plate.

Sometimes when a policeman gave a ticket to a car without a license plate, he would write 'NONE' for the license plate number, and sometimes the person entering the ticket into the computer would dutifully type this in, and, of course, all these tickets would be mailed to the poor guy with 'NONE' for a license plate.
