What you see here is a goldfish driving a vehicle. It’s a stunt from Studio Diip, which makes image recognition products. From the YouTube page:
By using a camera and computer vision software it is possible to make a fish control a robot car over land. By swimming towards an interesting object, the fish can explore the world beyond the limits of his tank.
They make it clear that the fish does not live in the vehicle, and is returned to its regular tank after driving around a while. (Thanks, Daniel Kim!)
